In 1986, Montana voters passed the Montana Lottery. The first tickets were sold in 1987, and over a thousand stores began selling Pot of Gold—a $1 scratch game. Montana then became a member of Lotto America in 1989, which was eventually replaced by the Powerball lottery in 1992. Montana Cash tickets were initially sold in May 1991, while Mega Millions tickets were first sold in the state in 2010. While lottery winnings were first used to reduce property tax burdens, state officials shifted proceeds into the state's general fund in 1994.
